The City Hall of Sirvintos district has cultural, sports, economical, social life etc. international relationships with City Halls in Norway, Poland, Ukraine, Germany, and Byelorussia. The interchange of versatile information, collaborative projects implementing, and acquaintance with social, economical, political, professional and cultural environments help to get more experience. City Hall politicians, administrative staff, businessmen, students, and artistic collectives go abroad, and representatives from abroad come to Sirvintos, and participate in art events and schools and youth international exchange programs, and exchange their experience.
Norway
Under the association program of municipalities of Lithuania and Norway the collaborative work with Oppegard City Hall in Norway has been launched in 1996. The collaboration has been started in the following fields: improvement and consolidation of local bodies, political and administrational work organization and management, culture, education, and health systems.
On the 1st of June, 2004 the term of the agreement of collaboration was prolonged for three more years. The City Halls in Sirvintos and Oppegard will pay attention mostly on the development of schools and education system, children and teenager’s health care, and improvement of social services’ work. There are possibilities for other collaborative agreements: to exchange knowledge and experience in the areas of local economic development, communal movements, and consolidation of non-government organizations.
Poland
The collaboration agreement with Rakoniewice City Hall in Poland was signed in October, 2003, and is terminable until this agreement is useful for both states.
Mutual collaboration is implemented in different social life areas. Business collaboration, children and youth education, sports, and cultural exchange programs will be patronized by the administration of City Halls, cultural and public organizations.
During the past three years the City Halls politicians and administrative staff exchanged their experience, cultural and schools exchange programs were completed, elderly people organizations stimulated their activity, and relationships between businessmen and firemen were developed further.
Collaboration with schools, firemen, businessmen, and art collectives will be developed further in 2006.
Ukraine
The mayor of Sirvintos Vytas Simonelis signed a notion protocol with Kharkov District head during his official visit to Kharkov, Ukraine, on 22nd of August, 2004. Both sides decided to launch collaboration in education, sports, culture, districts development, and economical areas.
On 28th of May, 2005 the official delegation of Kharkov district headed by Vitaly Pavlovich Zbukar came with a reciprocal visit to Sirvintos to mark the 530th anniversary of Sirvintos. During the solemn council-board a long-term collaboration agreement was signed. Collaboration in the following areas was ratified:
- mutual help development in economics, agriculture, culture, and social life,
- business contacts consolidation and general design stimulation,
- educational and cultural organizations collaborative development,
- exchange of youth experience in cultural, sports, and tourism areas,
- collaborative project development and investments into industry, education, tourism, culture, and sport under the European Union programs.
Byelorussia
The official delegation of Postavy District from Byelorussia came to mark the 530th anniversary of Sirvintos in 2005, May 27 –30. One month later Sirvintos District municipality delegation came with reciprocal visit to Postavy, and was participating in international Folk Music festival.
The heads of both City Halls were negotiating renewal of collaboration that has been broken down in 1990. It is planned to prepare a collaboration agreement project, and plan agreement signing time after the discussing the project.
Maltese
Ten years ago the curacy of Sirvintos affiliated with Maltese Order “Caritas” in Oldenburg and Zaterland region community. This collaboration with Germans broadened its contacts and now has relations with Sirvintos social relations fund, Sirvintos City Hall, and regional communities. Every year Germans were providing Sirvintos District’s health, social, and education institutions, as well as poor people with charity aid.
In April 2005, the heads of municipalities of Zaterland and Sirvintos were discussing a development of collaborative work on administrative and political level.
